The honest answer, backed by current UK and international guidance, and what to do with the hours that remain.
For a three-year-old, the UK Chief Medical Officers recommend limiting sedentary screen time to no more than one hour per day, and only where the content is high quality, ideally watched together with a parent or caregiver who can talk about what appears on screen. That figure is not a target to aim for: it is a ceiling, and many child development researchers would encourage families to treat it as such rather than as a comfortable default.
The World Health Organization aligns closely with this position, recommending that children aged three to four spend no more than one hour in front of any screen on any given day, with less always considered better. Both bodies are explicit that the hours not spent in front of a screen should be filled with physically active, socially rich, hands-on play rather than simply replaced with another passive occupation. In other words, the question of screen time cannot be separated from the broader question of how a three-year-old spends their waking day.
The UK Chief Medical Officers' physical activity guidelines, updated in 2019, do not prescribe a specific minute-by-minute schedule but are clear that sedentary behaviour involving screens should be minimised for children aged three to four. The emphasis falls on quality and context: a three-year-old passively watching content alone is considered meaningfully different from a child watching a short programme alongside a parent who narrates, questions and connects the imagery to real life. The latter, sometimes called co-viewing, partially mediates the otherwise limited learning transfer that screens tend to produce at this age.
What the WHO recommends
The World Health Organization's 2019 guidelines on physical activity, sedentary behaviour and sleep for children under five state that sedentary screen time for three-to-four-year-olds should be no more than one hour per day, noting that less is better. The same guidelines recommend at least three hours of physical activity across the day, spread throughout waking hours.
The developmental psychologist Alison Gopnik has written extensively on the unique learning architecture of the young child's brain, which is calibrated for exploration, hypothesis-testing and direct sensory engagement with the world rather than for passive reception of audiovisual content. At three, the prefrontal cortex is still in a prolonged period of development, and the executive functions it governs, including attention regulation, inhibitory control and working memory, are highly sensitive to the quality of stimulation a child receives. Researchers Hirsh-Pasek and Golinkoff have demonstrated that young children learn most efficiently when learning is active, engaged, meaningful and socially interactive. Screens, however well-designed, tend to score poorly on all four counts for children under five. A three-year-old watching a vocabulary programme will typically acquire far fewer words from it than from an equivalent period of live conversation, a finding reinforced by the landmark work of Hart and Risley on early language environments and later extended by Sosa, whose research showed that toy-supported parent-child interaction produced significantly richer language exchange than either screens or electronic toys.
The language gap and live conversation
Research by Sosa found that parent-child pairs playing with traditional toys produced substantially more parental verbal input, child vocalisation and conversational turns than those using electronic toys or watching screens together. For a three-year-old, the back-and-forth of live conversation with a present adult remains the single most powerful driver of vocabulary and cognitive growth.
The UK Chief Medical Officers and the WHO are agreed: the time reclaimed from screens should go to active, exploratory play. At three, children are in the thick of what Vygotsky described as the zone of proximal development, the productive space between what a child can do alone and what they can do with a little support. Play that stretches a child gently within that zone, whether through a puzzle slightly beyond their current ability, a building challenge that demands trial and error, or a simple matching game that requires concentration and turn-taking, is doing sophisticated developmental work that no screen can replicate at the same depth.
Jeffrey Trawick-Smith's TIMPANI study, which assessed the developmental value of different toy types for preschool children, found that open-ended, manipulative toys consistently produced the highest levels of creative thinking, problem-solving and sustained engagement. Blocks, puzzles and construction materials outperformed both digital toys and highly structured single-purpose playthings. The implication for families choosing how to fill a three-year-old's day is both reassuring and practical: the oldest and simplest toy types remain the most developmentally potent.
When a three-year-old stacks a tower, watches it fall and stacks it again with a different configuration, they are running a scientific experiment. When they sort shapes by colour and then by size and then by some invented rule of their own, they are building the foundations of mathematical thinking. When they negotiate with a sibling over who holds which piece next, they are practising the social cognition that Piaget identified as the engine of cognitive growth in early childhood. None of this requires instruction, a syllabus or a screen. It requires interesting objects, a little time and a parent who knows when to step back.

No family manages screen time perfectly, and the research does not ask them to. The evidence points toward enriching the rest of the day rather than achieving a flawless count. A three-year-old who has an hour of rich, hands-on play and warm conversation with a parent is developing beautifully, whatever the morning's screen tally happened to be.
Staying within the one-hour ceiling recommended by the UK Chief Medical Officers and the WHO is a genuinely good start, but the more useful question is what fills the remaining waking hours. The guidance from both bodies is that those hours should be physically active and socially rich. If your child is getting plenty of hands-on play, outdoor time, conversation and story, then yes, you are doing more than enough. The screen count is one small piece of a much larger picture.
It counts as screen time regardless of the label on the content. Research by Radesky and colleagues has highlighted that the "educational" designation on children's apps is largely unregulated and often overstated. Well-designed interactive content can have marginal benefits over purely passive viewing, particularly when a parent participates, but neither compares meaningfully with the learning produced by hands-on play and live human interaction at this age. The screen is still a screen, and the developmental costs of sedentary viewing accumulate regardless of what is playing.
Children do pick up some vocabulary from well-produced programmes, and the research acknowledges this. However, the rate of acquisition is considerably lower than from equivalent live conversation, a phenomenon sometimes called the video deficit effect. Kuhl and Meltzoff's work on early language learning demonstrates that the social and contingent nature of live speech, where a speaker responds to the child in real time, is what makes language stick most efficiently. A programme cannot respond to your three-year-old's puzzled expression or their unexpected question. A parent, a grandparent or a playmate can, and that responsiveness is where the richest learning happens.
The evidence here is fairly consistent and worth taking seriously. Screen use in the hour before sleep has been associated with delayed sleep onset, shorter sleep duration and reduced sleep quality in young children, partly through the suppression of melatonin by blue-light exposure and partly because stimulating content raises arousal at precisely the moment the body needs to be settling. Both the WHO guidelines and sleep researchers recommend that the pre-bed window be screen-free. Quieter alternatives, a short puzzle, a simple board game, a familiar story or some unhurried conversation, tend to support the gradual winding-down that a three-year-old's nervous system needs before sleep.
