The statutory framework for early years in England never mentions banning screens. It does something more useful: it defines what a school-ready child can do, and almost every one of those capabilities is built through real, physical, social play. A mapping for practitioners, childminders and parents.
The Early Years Foundation Stage (EYFS) statutory framework sets the standards every registered early years provider in England must meet, and it defines school readiness through Early Learning Goals in seven areas, led by three prime areas: communication and language, physical development, and personal, social and emotional development. None of these goals requires a screen, and the developmental research behind each one points consistently at the same engine: real interaction, physical manipulation, and social play with attentive adults and other children. That is the case this page makes, claim by claim, with the framework itself and the primary research linked throughout.
This framing matters because the screen debate is usually run backwards. The productive question for anyone preparing a child for school is not "how bad are screens?" but "what does the statutory framework say a child needs to be able to do, and what kind of play builds it?" Asked that way, the answer is remarkably consistent, and considerably harder to dismiss.

The framework's first prime area covers listening, attention, understanding and speaking. Its own wording is unambiguous about the mechanism: children's back-and-forth interactions with adults and peers, from the earliest age, form the foundations for language and cognitive development. The number and quality of conversations children have, the framework notes, are crucial.
The research base behind this is one of the strongest in developmental science. Hart and Risley's landmark study of language exposure found that the volume and richness of words addressed to a child in the early years predicted vocabulary and later attainment. More recent work has sharpened the point: it is conversational turns, the serve-and-return exchanges, that do the heavy lifting, not words merely overheard. And this is precisely where screens underperform. Research on what is known as the video deficit, led by researchers including Patricia Kuhl at the University of Washington, has repeatedly shown that infants and toddlers learn language dramatically better from a live person than from an identical presentation on a screen. A tablet cannot notice what a child is looking at, wait for their reply, or repair a misunderstanding, and those are the exact behaviours that build the ELGs in this area.
What builds it instead: shared stories with a real adult, pretend play with props that demand narration, rhymes and songs, and games with simple rules that must be spoken aloud. A round of a matching game generates more conversational turns in ten minutes than an hour of even well-made television.

The second prime area covers gross and fine motor skills: core strength, balance, coordination, and the small-muscle control that ends, at the reception finish line, in holding a pencil effectively and using tools like scissors with accuracy. These are not abstract capacities. They are built by climbing, carrying, throwing, threading, stacking, pouring and drawing, thousands of repetitions of each, across years.
Screen time enters this area through simple displacement. The World Health Organization's 2019 guidelines for under-5s recommend no sedentary screen time before age 2 and no more than an hour a day at ages 2 to 4, and the reasoning is largely physical: sedentary screen hours are hours not spent in the active play that motor development requires. A child cannot develop shoulder stability, wrist rotation or pincer grip on a flat piece of glass. The fine motor pipeline that ends in handwriting runs through blocks, pegs, puzzles, playdough, threading beads and mark-making with real crayons on real paper.

Ask a reception teacher what school readiness actually means and this is the area they name first: can the child take turns, share, manage disappointment, follow a two-step instruction, and settle without a parent? The framework's ELGs here include self-regulation, managing self, and building relationships. Every one of them is a social skill, learnable only in social situations.
This is the area with the deepest research pedigree. Vygotsky argued that pretend play is the leading activity of early childhood precisely because it forces self-regulation: a child playing shopkeeper must behave like a shopkeeper, inhibiting impulses to fit the role. Modern work on executive function has borne this out, and turn-taking games are the most concentrated dose available. A simple board game is, developmentally speaking, a self-regulation machine: wait your turn, accept the dice, lose without collapsing, win without gloating. The Chief Medical Officers' 2019 commentary on screens and young people, while deliberately declining to set time limits, made its precautionary recommendations social ones for exactly this reason: screen-free mealtimes, and talk as a family.

The four specific areas build on the prime three, and the same pattern holds. Early mathematics in the framework means a deep understanding of number to 10, subitising, and spotting patterns: capacities that research shows develop powerfully through board games with linear number tracks, dice, dominoes, and counting real objects that can be held and moved. Literacy begins in rhyme, story and mark-making. Understanding the world is built by handling things, growing things, and noticing seasons, not by watching footage of them. In each case the framework describes an embodied, social competence, and embodied, social play is the shortest route to it.
None of this demands a heroic Pinterest schedule, in a setting or at home. A week that serves the framework well contains daily stretches of unstructured physical play, indoors or out; at least one adult-supported game with rules and turns; pretend play with open-ended props; stories and rhymes every day; and real tools for small hands, from crayons to threading to dough. Screens, where they appear, work best as an occasional, shared, talked-about event rather than a default solitary state. That is not a ban. It is simply the framework's own priorities, translated into a week.
